In this research the manufacture of paving blocks using coral waste as a substitute for sand, it is also beneficial to tackle the waste of dead corals carried on sea currents and accumulate on the coast, and empower the community Fishermen in the surrounding area to process and utilize the waste. Manufacture of paving blocks with the substitute material of coral waste aims to keep the strong value of press and water absorption better than normal paving block. Material composition of paving block maker is 1 (cement) with 4 (sand). With the composition of the substitute material of 0%, 5%, 10%, 15%, and 20% against the sand, which carried out strong press testing and water absorption at the age of 7 days, 14 days and 28 days. On the manufacture of paving block obtained the result that the use of waste coral as sand substitute material can add strong press paving block and minimize the percentage of water absorption block itself on the Puengujian in 28 days. The mixture of optimum variation of paving block with the use of coral reef waste is found in a variation of 10% substitute material with a strong weighted average value of 17.7 Mpa and the percentage absorption rate of 4.973%.
