attention to the amount of fuel that will be available in the future. Based on these considerations, in this thesis, especially for the Luwuk area, Central Sulawesi, a planning to utilize waste waste as an alternative fuel in the Luwuk Diesel Power Plant
is carried out. This waste utilization study is based on the Tempat Olah Sampah Setempat(TOSS) reference. Tempat Olah Sampah Setempat(TOSS) is a method of managing and processing waste at community-based sources which changes the paradigm of sorting at the beginning into sorting after the waste processing process takes place. In obtaining the results of the study of alternative fuels at the Luwuk Diesel Power Plant, the fuel composition and the amount were calculated by using the linear regression method adjusting the research data that was carried out at Tempat Olah Sampah Setempat(TOSS) Klungkung. So that the results of the study obtained in the
one year period at Luwuk Diesel Power Plant obtained results with a fuel composition of 5% waste pellets 2,327,970 Kg/year. Then, based on the results of the study, the fuel cost will be calculated by adjusting the price of garbage pellets, namely Rp. 800 so that the result is Rp. 1,862,376,000/year. Based on the results of the calculation of fuel costs, the data will be processed to determine the feasibility of this planning by analyzing economic calculations, namely calculating the NPV (Net Present Value) with the results 110,520,064,062 (> 0), PI (Profitability Index) with the results of 4.703 (> 1) and PP
(Payback Period) with returns in the first year, then the use of waste as fuel at the Diesel Power Plant for the Luwuk area is feasible to implement}
