		abstract={The process of checking the similarity of proposal titles in the information system manually by reviewers still takes a long time and requires maximum accuracy, because it will be checked one by one with the titles in the database. By utilizing technological developments, it can make it easier for reviewers on information systems to check the similarity in the title of the proposal easily, so that users or users who have submitted proposals get an examination response quickly. This research tries to implement the winnowing algorithm, which is an algorithm for measuring text similarity. The winnowing algorithm generates a fingerprint which will represent the title text in the similarity calculation with the similarity coefficient jaccard equation. Tests are carried out using title text data to determine the ability of the winnowing algorithm in providing title similarity detection. Furthermore, the calculations generated by the system will be tested with the results of manual calculations performed by the author. The result is that the examination of the title of the proposal that has been compared gets an accuracy of 80%.}
