One of them is by utilizing by-products, namely waste chopped rubber tires and also fly ash. In this study, paving blocks were made using chopped rubber tires as a substitute for fine aggregate and fly ash as a cement substitute. The ratio of materials for making paving blocks is 1 (cement): 4 (fine aggregate). The purpose of this study was to determine the value of compressive strength and water absorption and the optimum composition with chopped rubber tires as a substitute for fine aggregate and fly ash as a cement substitute. Variations of 18% fly ash and chopped rubber tires with variations of 0%, 5%, 10%, 15% and 20%. The compressive strength test was carried out at the age of 7 days, 14 days, 28 days and for absorption testing at the age of 28 days. The results of the study of the greatest compressive strength were found in V3 (18% fly ash and 10% chopped rubber tires) with a compressive strength value of 19.08 MPa and an absorption percentage of 4.722%. Based on SNI 03- 0691-1996 the paving blocks produced in this study include B quality which can be used for parking lots.} }
