		abstract={Batu City is known for its abundant agricultural products. Since being crowned by the mayor as a tourist city in 2009, many have found the conversion of agricultural land into tourism places. This is supported by the decline in the number of farmers every year. Not only does it have an individual impact, it also affects the existence of farmer groups in Batu City. Researchers can describe the existence of farmer groups on the development of tourism modernization and describe the steps taken by farmers to survive the onslaught of tourism in Batu Tourism City (KWB). Observational research that was studied descriptively. By interviewing several research subjects who were judged to have met the criteria. The Apple Farmer Group was formed based on the desire to work together in the management of apple orchards. In Tulungrejo Village, there are three farmer groups, namely the Arjuno Farmers Group, the Makmur Abadi Farmers Group and the Gunung Biru Farmers Group. Initially, the apple orchard only operated as land for farming apples to be sold, while in the current era the price of apples is less stable, so the function of the apple orchard is modified to become a tourist area for picking apples. In this study, the AGIL theory (adaptation, goal attainment, integration, and latency) proposed by Talcott Parsons is used. According to him, society is likened to an organ of the human body because it has interconnected parts. Likewise with community groups (Farmers' groups) which they are interrelated and dependent on each other. Every part of the human body has a clear function. Likewise, farmer groups in the implementation have their respective duties and roles.}
