		abstract={IT-CEPA was inaugurated in 2017 and received a positive response from Indonesia and partner countries, namely Turkey. The presence of this agreement is to deepen economic cooperation between the two governments in various sectors (investment and technology transfer). Turkey is included as a partner country because in Indonesia's perspective, Turkey has advantages in various fields such as technology and power generation so that Indonesia wants to use this in overcoming one of the problems that exist in the country. Another reason that is a factor for Indonesia in choosing Turkey will be explained through this research using the explanatory method, as well as the Adaptive Model of Foreign Policy in providing a new perspective on the phenomenon. Secondary data obtained through literature study. The results of this study indicate that the factors that influence Indonesia's policy are related to rationality in building cooperation with Turkey and agreeing to the signing of the IT-CEPA which is considered the influence of the trade war between the United States and China as a factor of external change, economic instability as a factor of internal change, and the character of President Joko Widodo who upholds the welfare of his citizens as a leadership factor.}
