		abstract={This research is a Collaborative Governance Study in the development of dairy cattle cultivation in Gemaharjo Village, Tegalombo District, Pacitan Regency. The motivation behind this research is to know and understand the process of coordinated collaboration in the development of dairy farming in the village of Gemaharjo. The method used in this study is descriptive qualitative using data collection techniques observation method, which utilizes a variety of information using perception strategies, interviews, and documentation. The informants who provide data are the actors involved in the cooperation cycle. Among them, the head of the village, the head of the farmer group, PT DAS staff and dairy farmers. The results of this study are that each actor has their own role in the collaboration process. The type of collaboration is a Triple Helix type collaboration where there are three actors namely: government, business, organizations and academics. The purpose of the collaboration is for the Community's economy. The Collaborative Governance model is based on a literature review according to Ansell and is described in 4 (four) main variables namely: (1) initial conditions; (2) institutional design; (3) leadership; and (4) collaborative process. The sustainability of the cooperative relationship can be seen from the existence of an MOU, mutual trust, continuous communication, commitment to continue to work together and coaching training provided.
