pihak,tersebardanseringkalidatadaninformasiyangadapadamasalahyangsama
berbedasatusamalain.KTPelektronikadalahdokumenkependudukanyangmemuat
sistem teknologiinformasiberbasispadadatabesekependudukannasional.Penduduk
hanyadiperbolehkanmemiliki1(satu)KTPyangtercantum NomorIndukKependudukan
(NIK),NIKmerupakanidentitastunggalsetiappendudukdanberlakuseumurhidup.
Penelitianinimenggunakanpendekatankualitatif,yaitupendekatanyangbertujuanuntuk
memahamisertamenelaahsecaracermattentangapayangterjadidilapangandengan
menggunakancatatanatasdokumenyangtertulis,wawancara,sertapengamatanyang
intensifdanmelakukananalisisrekaman?rekamantersebutyangdidapatdariinforman
mengenairespon masyarakatterhadap pelayanan pembuatan e-ktp diKecamatan
Gambut.




GambutDistrictistheadministrativeregionoftheIndonesianstateundertheBanjar
District.Asub-districtisiedbyasub-districtheadanddividedintoseveralsub-district
andvillages.Governmentreform isnolongerbasedsolelyonregulation,buthasshifted
toservice.Oneoftheservicestothecommunitythatispopulationproblems,including
themanagement(collection,management,andpresentation)ofpopulationdataand
informationishandledbyvariousparties,scatteredandoftenthedataandinformation
thatisonthesameproblem isdifferentfrom eachother.ElectronicKTPisapopulation
documentcontainingasecurityorcontrolsystem bothintermsofadministrationor
informationtechnologybasedonthenationalpopulationdatabese.Residentsareonly
allowedtohave1(one)KTPthatislistedasaPopulationIdentificationNumber(NIK),
NIKisthesoleidentityofeachresidentandisvalidforlife.Thisstudyusesaqulitative
approach,whichisanapproachthataimstounderstandandexaminecarefullywhat
happensinthefieldbyusingnotesonwrittendocuments,interviews,andintensive
observations and analyzing these records obtained from informants regarding
communityresponsesfore-IDcardmanufacturingservicesinGambutDistrict.}
