		abstract={The clean water problem Behind Padang is still unsolved. Therefore, the Ministry
of Public Works and Public Housing through the Department of Human
Settlements and Spatial Planning of Batam City made a program for managing
sea water as a raw material with Sea Water Reverse Osmosis technology. The
purpose of this study was to evaluate the policy of implementing the clean water
management program Sea Water Reverse Osmosis in the District of Back Padang.
The research method used in this research is descriptive qualitative with data
collection techniques based on observation, interviews and documentation. The
data analysis techniques in this study are data reduction, data presentation, and
drawing conclusions. The results of this study are that the clean water
management policy in the District of Back Padang is arguably not running
optimally because it is hampered by a pump engine and the management process
is quite good, because the raw materials which is easy to find. The results of this
policy have not yet been achieved because of the pumping machine that has
problems to distribute water to the community per day, it only takes a matter of
hours. From this policy, the impact is very influential on people who previously
had very difficult access to clean water, now they are able to meet their daily
needs.
