		abstract={One of the policies of the Government of the Republic of Indonesia related to the coronavirus outbreak is the issuance of Presidential Decree No. 4 of 2020 on Procurement of Goods and Services for Reorienting Activities, Budget Reallocation and Acceleration. This policy is It will be implemented by prioritizing the use of existing budget allocations for activities that accelerate the outbreak response by referring to the City of Batam's COVID-19 Response Protocol. The study aims to identify the consequences of reorganizing activities and redistributing budgets in Batam City. Researchers use evaluation theory according to William N. Dunn to find out the end result of a policy that has been running before. Policy evaluation is very important for a program or policy, because this evaluation can assess the success or failure of a policy. The research methods used are qualitative and participatory research, namely research that is flexible or can be changed to suit the plans that are developed, with the symptoms that exist in the actual research site. The results of the study show that the implementation of budget reallocation and activity readjustment is being carried out by the Batam City Government. The Batam City Government actually aims to prioritize the use of budget allocations for specific activities, adjust allocations, reduce or defer budget allocations. , this will help the Batam City Government to ensure that the response to COVID-19 remains a priority}
