		abstract={Shipping safety is a very important issue and a security issue that must be dealt with as well as possible. The Non Convention Vessel Standards (NCVS) are present as a reference or guide in safety practices in shipping matters that are quite comprehensive and can be used by actors in the international system. The purpose of this research is to see how the NCVS is implemented in the Sea Transportation Safety Procedures in the territorial waters of Bintan Island in 2019-2022. This research uses a descriptive qualitative method with data obtained through a interview. The results of this study indicate that with the various dynamics that exist in shipping practices, the safety of all parts of this activity is something that gets the concentration of various parties on the island of Bintan including the government, private sector and the community. Various efforts in an effort to meet standards to support sailing safety are carried out in various ways including by increasing awareness in the community and also with the help of safety equipment.}
