		abstract={Rapid developments in the phenomenon of diplomacy in International Relations reflect the dynamics of theories and concepts in international relations that remain relevant to the changing times. This research discusses the impact of decentralization on the implementation of paradiplomacy by Provincial Governments, District/City Governments, and Autonomous Regions, specifically focusing on the Provincial Government of the Riau Islands. One form of paradiplomacy is through participation in sub-regional organizations or platforms for cooperation. The focus of this research is on the paradiplomacy capacity of the Provincial Government of the Riau Islands during the implementation of the 29th IMT-GT Ministerial Meeting in 2023 held in Batam, the Riau Islands. The aim of this research is to determine the capacity of the Provincial Government of the Riau Islands in the Indonesia, Malaysia, Thailand Growth Triangle cooperation during the 29th IMT-GT Ministerial Meeting in 2023. This research employs a qualitative descriptive research method with primary and secondary data collection through interviews and literature studies. The study provides a deeper understanding of the potential of paradiplomacy in the context of decentralization at the local government level. The results of this research indicate that the Provincial Government of the Riau Islands can optimize its paradiplomacy capacity in addressing challenges and opportunities during the ministerial-level meeting held in the Riau Islands. The Provincial Government of the Riau Islands successfully participated actively in international activities, specifically the 29th IMT-GT Ministerial Meeting. This opens up opportunities for regional cooperation for the Riau Islands at the international level.
