		abstract={This study designs and analyzes the performance of a responsive webiste made with the basic HTML and CSS programming languages, using the main application, namely Virtual Studio Code (VSC). The Virtual Studio Code application is used because it has many features that support website creation, application development and can also respond to various types of programming languages such as JavaScript, PHP, Python etc. This research also uses the Xampp application with the aim of maximizing the connection between the document or database and the website that has been designed. Website testing is done on localhost and also uses a tool called GTMetrix. Tests using GTmetrix are carried out to get performance results from websites such as Grade, Performance Metrix, Website Structure, and Waterfall Chart. The target of this research is that the website must meet grade C so that the website can be said to be stable enough for beginners in designing a website, and localhost testing must have similar results when GTMetrix testing is carried out.
