Implementation of good governance will ensure transparency, efficiency, and effectiveness of government administration. The Banyumas Regency Communication and Information Office is a government institution that is currently trying to realize a Banyumas smart city, but the Communication and Information Office in implementing IT Governance in Bayumas still has several things that are not optimal, including: Application of technology such as Big Data, Internet Of Things, and Artificial intelligence, There are still no policies that regulate collaboration and data transparency, as well as application services to the public. This shows that information technology management is not optimal (there is no map data on the condition of maturity level of information technology management in Banyumas Regency) as an effort to realize a smart city and requires a strategy in the use of ICT to overcome these obstacles. This study uses the COBIT5 (Control Objectives for Information and Related Technology) framework, which is to measure the maturity level of information technology governance at the Banyumas Regency Communication and Information Office. The domains that will be used in this research use the COBIT5 framework, namely Evaluate, Direct and Monitor (EDM), Align, Plan and Organize (APO), Deliver, Service and Support (DSS) and Monitor, Evaluate and Assess (MEA). The results of the overall maturity level analysis are at level 3 (Established) with the target of IT management being at level 4 (Predictable). It can be said that the company already has formal and written standard procedures that have been carried out in daily activities but there is still no progress in information technology.
