		abstract={The village head's role in implementing the Empowerment Program is as an implementer in reducing poverty through the Village Economic Business Program Kelurahan business funds are channeled through a Microfinance Institution (LKM) formed by the Kelurahan through a deliberation called the Savings and Loan Village Economic Business (UEK-SP). It is this UEK-SP that becomes the manager of the Kelurahan business fund originating from the Riau Provincial Government as well as the Regency/City Governments sourced from the Regional Budget and funds originating from community savings and loans activities. For this reason, the purpose of this study was to find out and analyze the Village Head's Role in the Implementation of the Community Empowerment Program for Savings and Loans in Terkul District, Bengkalis Regency in 2017, and to know and analyze the impact of Savings and Loans Economic Enterprises in Terkul Village, Rupat District, Bengkalis Regency Year 2017. This study uses a type of qualitative research and uses descriptive methods. Descriptive method is research that tries to give a picture as accurately as possible about an individual, situation, or certain group thus, this study intends to collect data on community empowerment in the Terkul District of Rupat District, Bengkalis Regency, then the results are described or described clearly as happened in the field. From the results of the research, the Village Head's Role in Implementing the Community Empowerment Program in the Economy of Savings and Loans in the Terkul District of Rupat District, Bengkalis Regency, in its implementation has not followed the rules in Bengkalis District Regulation Number 38 of 2014 concerning the role of the Lurah in implementing the Village Economic Business Program (UEK- SP) has not been implemented properly, it can be concluded that the role of the lurah has not been properly implemented due to a lack of supervision in carrying out this task}
