		abstract={The development of tourism is currently becoming a trend in several countries of the world including Indonesia is the development of Islamic tourism, or better known as halal tourism. Ministry of Tourism appoints Riau specifically Pekanbaru City as a muslim friendly destination. However, in reality there has been no study of the development of halal tourism in the city of Pekanbaru. Therefore there is a need for research on tourism for the City of Pekanbaru and also formulate a strategy for developing tourism in the City of Pekanbaru. This Research aims to formulate a strategy of halal tourism development in Pekanbaru City. The method of analysis used is a qualitative descriptive with the sampling technique by means of purposive sampling. The objectives are: (a) Identifying the component of halal tourism development in Pekanbaru City (attraction, amenity, accessibility, ancilliary) with a descriptive analysis technique, (b) Develop a strategy of halal tourism development in the Pekanbaru City with the analysis techniques IFAS-EFAS. This research proves that Pekanbaru City has approved the component of halal tourism development in which it has a tourist attraction (attraction), supporting facilities (amenity), accessibility (accessibility) and additional services (ancilliary). Whereas based on the results of IFAS-EFAS analysis, four strategies for developing halal tourism in Pekanbaru City are prepared using alternative strategies sorted by total weighting priorities, namely (a) Providing appreciation; (b) Making regulations related to halal tourism; (c) Utilizing economic potential; (d) Give sanctions.}
