abstract={Kota Gunungsitoli merupakan kota tertua dan terbesar yang ada di Kepulauan Nias.
Gunungsitoli ditingkatkan statusnya dari kecamatan menjadi kota otonom, berdasarkan Undang-
Undang Nomor 47 Tahun 2008. Dengan terbukanya prinsip otonomi daerah yang luas, utuh
dan bertanggung jawab, dan dengan suntikan dana awal dari pusat yang cukup telah memicu
gairah banyak daerah untuk bangkit, dan bergerak untuk mengembangkan daerahnya.
Uraian mengenai masalah Perencanaan Kota Gunungsitoli Dalam Persiapan Menjadi
Ibukota Calon Provinsi Kepulauan Nias, permasalahan yang dibahas dalam Tesis ini mencakup
tentang hal pemahaman penerapan rencana tata ruang wilayah dan intensitas pemanfaatan ruang
di kota Gunungsitoli untuk menjadikan sebuah Ibukota Calon Provinsi dari empat Kabupaten yang
ada di Kepulauan Nias.
Metode penelitian kualitatif dipilih untuk memecahkan permasalahan yang dihadapi dalam
persiapan pengembangan kota Gunungsitoli dari kota menjadi Ibukota Calon Provinsi
Gunungsitoli. Dalam kajian pengembangan kota ini akan digunakan Ilmu Perencanaan kota, yang
memperhatikan prinsip hirarki dalam perancangan Ibukota Calon Provinsi. Batasan masalah dalam
Tesis ini adalah mengenai Perencanaan Kota Gunungsitoli dalam persiapan perubahan status
menjadi Ibukota Calon Provinsi sesuai peraturan undang-undang tata ruang yang ada.
Kata Kunci : Perencanaan Kota, Ibukota Calon Provinsi, Gunungsitoli./ Gunungsitoli City is the oldest and largest city in the Nias Islands. Gunungsitoli upgraded
its status from a sub-district to an autonomous city, based on Law No. 47 of 2008. With the opening
of the principle of broad, intact and responsible regional autonomy, and by adding initial funding
from the center, it has sparked the enthusiasm of many regions to rise up, and move to develop the
area.
The description of the issue of Gunungsitoli City Planning In Preparation to Become the
Prospective Capital of the Nias Islands Province, the issues discussed in this Thesis include
understanding the implementation of the regional spatial plan and the use of space in the city of
Gunungsitoli to make it the Capital of the Prospective Province of the four Regencies in the Nias
Islands.
The qualitative research method was chosen to solve the problems faced in preparation for the
development of the city of Gunungsitoli from the city to the Candidate Capital of the Gunungsitoli
Province. In this city development study, Urban Planning Science will be used, which pays
attention to the principles in designing the Capital of the Prospective Provinces. The limitation of
the problem in this thesis is regarding the Gunungsitoli City Planning in preparation for the change
of status to become the Capital of the Prospective Province in accordance with the existing spatial
planning laws.
