Improving the implementation of the merit system has become the agenda on the way to bureaucratic reform. This study aims to analyze the supervision of the merit system by the State Civil Apparatus Commission (KASN), to analyze the communications made by the State Civil Apparatus Commission in supervising the merit system, to analyze the obstacles in supervising the merit system by the State Civil Apparatus Commission. The paradigm used in this study is constructivism with a qualitative method. Data acquisition techniques are observation, in-depth interviews, and literature study. The informant recruitment technique used was purposive sampling and the data analysis techniques used were data reduction, data display, making data conclusions, data verification, and data coding. The results of the study indicate that the implementation of the merit system supervision by KASN has been optimal in accordance with policy regulations, although there are still some obstacles. Communications made by KASN to merit system implementers in all Government Agencies are based on context, namely; Preventive and Repressive. The researcher's recommendation is KASN so that in the future it becomes more binding and more assertive in working so that all Government Agencies comply with the implementation of the merit system.
