In Indonesia, English takes part as a foreign language, but it has an important influence on many people (Abdullah, 2017). One of those influences is for the members? Indonesian scout movement (Gerakan Pramuka) because as an international language, English serves as one of the requirements in achieving the Eagle Scout. As for the skill for the test in achieving the Eagle Scout is speaking. The scout members had difficulty in completing this requirement. This difficulty can affect the reduction of the Eagle Scouts target. Especially in kwarda Jambi which has the program of achieving 1000 Eagle Scout in 2022. This research investigated speaking learning strategies used by the scout members in developing speaking ability to achieve the Eagle Scouts in Kwarda Jambi. There are three research questions discussed. The first question discovered kinds of learning strategies used by the scout members, the second find out the most learning strategies used by scout members, and the last find out the reasons scout members in kwarda Jambi used those mostly learning strategies in developing speaking abilities. The method and design used in this research were mixed methods explanatory design. There were two instruments used to collect the data. These two instruments were online questionnaires and telephone interviews. There were 47 scout members in kwarda jambi participated in the questionnaire and 4 scout members were interviewed. Based on the data, there were three results discussed from this research. First, the scout members used various strategies in developing their speaking abilities. These strategies are memory, cognitive, compensation, affective, and social strategies. Second, the most learning strategies used by scout members in developing speaking abilities are cognitive strategies. The reasons Scout members used cognitive strategy because the strategies can be learned by themselves, more exciting and enjoyable as the result of the third research question.
