The objectives of this research are 1) to determine the performance of Jambi City Tourism and Culture Department employees; and 2) know how to improve good performance at the Tourism and Culture Department. The type of research is descriptive qualitative with primary and secondary data used. Data was collected through interviews, observation and documentation, while the selection of informants used purposive sampling. Data analysis uses descriptive analysis. The research results show that the implementation of the development function of the Jambi City Tourism and Culture Office still needs to be improved, especially from the aspects of quality, quantity and cost effectiveness. This is because resource utilization has not been able to provide optimal results because there are still many strategic performance targets that have not been achieved according to the target. Meanwhile, of the 4 indicators used to measure the implementation of the development function of the Jambi City Tourism and Culture Office, only the timeline indicator has been implemented well, where the Jambi City Tourism and Culture Office already has a target time for completing work related to tourism affairs in Jambi City. The way to improve the implementation of the development function at the Department of Tourism and Culture is to involve each employee in socialization and training activities held by the Department of Culture and Tourism of Jambi Province and the Ministry of Tourism and Creative Economy of the Republic of Indonesia, holding outreach with related parties, and increasing coordination with other parties. regarding the duties and authorities of each party.
