		abstract={Abstract
The purpose of this study was to determine the effect of operational spending, education spending, health spending, physical health facilities, physical education facilities partially on the human development index? Operational expenditure, education spending, health spending, physical health facilities and physical education facilities simultaneously against the human development index? The object of this research consists of 38 districts/ cities in East Java from the 2014-2018 period. The data used in this study is secondary data obtained from (www.djpk.kemenkeu.go.id) dan (www.bpsjatim.go.id). The analysis technique uses a regression model using panel data with  STATA 14. The result of this research is that operational expenditure has effect significantly on HDI, education spending has no effect on HDI, health spending has no effect on HDI, physical education facilities has effect significantly on HDI, physical health facilities have no effect on HDI.

Abstrak
Tujuan penelitian ini adalah untuk mengetahui pengaruh Belanja Operasional, Belanja Pendidikan, Belanja Kesehatan, Sarana Fisik Kesehatan, Sarana Fisik Pendidikan terhadap Indeks Pembangunan Manusia.
Penelitian ini diterapkan untuk 38 Kabupaten/Kota di Jawa Timur dalam  Periode Tahun 2014-2018 . Data yang digunakan adalah data sekunder yang diperoleh dari (www.djpk.kemenkeu.go.id) dan (www.bpsjatim.go.id). Teknik analisis memakai model regresi data panel yaitu dengan bantuan software STATA 14. Hasil penelitian menunjukkan Belanja Operasional berpengaruh signifikan terhadap IPM, Belanja Pendidikan tidak berpengaruh terhadap IPM, Belanja Kesehatan tidak berpengaruh signifikan terhadap IPM, Sarana Fisik Pendidikan berpengaruh signifikan terhadap IPM, Sarana Fisik Kesehatan tidak berpengaruh terhadap IPM.
