		abstract={This research aims to: (1) need assisment or analysis of the need of students and teachers for the development of comic media; (2) validity from media experts, material experts, language experts; (3) the effectiveness of the developed comic based on local wisdom  toward enhancement of the ability to decipher messages in fairy tales. This this research and development applied ADDIE model which divided 5 stages: (1) analysis, (2)  design, (3) development, (4) implementation, and (5) evaluation. The population of the research is grade 3 students of SDN Sukorame 2.  Data collection methods by observation, interview, questionnaire and documentation. Evaluation of the validity of instructional media involved five material experts lecturers and media experts. The result of the research: (1) teachers and students need the development of comics media based on local wisdom at SDN Sukorame 2, (2) comics media based on result of material expert validation score 89%, the result of the validation of experts media score 82%, the result of language experts validation score 84,44%, and (3) the effectiveness of comic can be seen from the questionnaire and posttest result. The result pretest 68 and posttest 84, teacher questionnaires 92% and student questionnaire 93,75%. Based on these results, comic media is needed for students and teachers, very valid, and very effective.}
