		abstract={To know what is meant by cloud computing. To find out how to implement cloud computing as an Infrastructure as a Service (IaaS). How does the Openstack Cloud Operating System perform with Docker containers at the Department of Information Technology, Jember State Polytechnic. Network Development Life Cycle (NDLC) is a method that relies on previous development processes such as business strategy planning, application development life cycle, and data distribution analysis. Collaboration between Openstack and Container Docker can run simultaneously without interfering with the service of the actual server in question, namely the server itself, Container Docker here acts as a second server that can be accessed by clients or users without disrupting services from the main server. In the process of building a cloud computing server using Debian 10 is not recommended to use the Desktop / GUI (Graphial User Interface) version and for future research it is more recommended to use the Debian 10 CLI (Command Line Interface) version.}
