		abstract={District Government Puger still use manual registration process, decision-making and community empowerment, and difficult in conveying information about community empowerment. As a result of the difficulty of getting information about community empowerment, we need a media that can convey all sorts of information relating to the township, it is necessary in the online medium to apply information systems web-based community empowerment. 
Development of the system is based approach according to the reference method Waterfall Method Sommerville (2001) which includes the stages of definition Requirements, System and Software Design, Implementation and unit testing, Integration and system testing, Operation and maintenance. Methods of data collection by observation, interviews and literature studies, author information system that will wake up with a web-based programming language PHP.
