Abstract :
Continuity of services and operational electricity depends on secure, reliable, sensitive, fast and selective protection system. Circuit Breaker Outgoing is medium voltage cable of protection device consist of relay, CT, PT, CB and trip coil. Tablet feeder have used Circuit Breaker Outgoing on 30% feeder length as main protection. However, interference that occurs in downstream feeder makes Circuit Breaker Outgoing ineffective. So, optimization installation of Circuit Breaker Outgoing in 50% of feeder length as step to minimize losses and widespread blackout. Quantitative method is used in data processing, analysing and validation using DigSILENT PowerFactory 15.1 software. Assuming an interference occurs at 80% feeder length, the 3-phase short circuit current is 7550.0479 A and single phase to ground short circuit current is 851.3956 A. The calculation result of working time over current relay (OCR) at Outgoing is 1.0197 seconds with TMS 0.5388, at PGL27 Substation is 0.6407 seconds with TMS 0.3737 and at PGL4 Substations is 0.3188 seconds with TMS 0.026. While the working time of ground fault relay (GFR) at Outgoing is 0.9294 seconds with TMS 0.3483, at PGL27 Substations is 0.6127 seconds with TMS 0,2091 and at PGL4 Substations is 0.3070 seconds with TMS 0.0964. That value proves that relay has coordinated, the working time of relay has been selective and effective in minimizing 10 substations to 6 substations which has blackout at Tablet Feeder.
