Abstract :
In the electricity supply process, the distribution network which includes the medium voltage network plays a very important role. The 20 kV Medium voltage distribution network is mostly serving the customer with the overhead lines, but there is some area, especially in the city are served with underground cable. In terms of network investment cost, underground cable require 4 times the cost of overhead lines. Although the overhead lines are more often to get disrupted than underground cable. According to the SAIDI and SAIFI index calculation at PT.PLN (Persero) UP3 Serpong, The Ruko feeder which is a distribution system with overhead lines is unreliable with SAIDI index 13,529 hours / year and the SAIFI index 5,045 customers / year compared to Tangan feeders with SAIDI index 0.663 hours / year and SAIFI index 0.362 customers / year. Based on economic calculation using a payback period method, with total investment cost Rp 3.386.367.771 for replacing an overhead lines to underground cable if calculated based on cost losses due to energy losses, PT.PLN (Persero) is able to return the investment cost within 36,2year. With calculation based on potential customer claim for service level agreement with the assumption that all customer claims, PT.PLN (Persero) is able to return the investment cost within 9,02 year. And if the calculation based on potential customer claim for service level agreement with the asumption that half customer amount claims, PT.PLN (Persero) is able to return the investment cost within 14,45year which mean the replacement of overhead lines to underground cable is a profitable investment solution to improve reliability at Ruko Feeder in PT.PLN (Persero) UP3 Serpong.
