Abstract :
In work planning, operational problems often arise that hinder the completion of a project such
as lack of resources, inappropriate allocation of resources, delays in project implementation and
other problems outside the schedule in the work plan. Likewise, what happened to the
Construction Project for the Storage of Confiscated Goods and Loot Buildings, the KPK
experienced problems in its operations. Project delays can come from service providers or from
service users or other parties. Therefore, this thesis aims to analyze the factors causing delays in
the completion of the construction project for the storage building for confiscated objects and
looted goods by the KPK. The method used in analyzing the problem in this project is the House
of Risk which functions to analyze the data causing delays. From the results of five delay events,
nineteen causes of delays were found which were then sought for the Potential Aggregate Delay
(ADP) value to determine the three main problems that caused delays in this project. Based on
the analysis using the House of Risk (HOR) method, it was found that the three main causes of
delays in the construction of the KPK confiscated and looted storage building were the lack of
human resources, sub-optimal productivity from contractors and changing images. These three
problems can be minimized by adding human resources, doing good communication and
coordination, making procedures for making and changing images, making a comprehensive
check list.
