Abstract :
On the 20 kV power cable in the unit 3 power transformer at PT. PLN (Persero) P3B Sumatra UPT Banda Aceh experienced flashover disturbances in phase S and phase T, which caused blackouts and system instability for 34 minutes and reduced the reliability of the feeder and decreased the electrical installation system. This flashover disturbance is difficult to avoid, the cable is completely damaged due to fire on the termination side. Therefore, a study was conducted to determine the cause of the emergence of flashovers on the 20 kV power cable in the unit 3 power transformer. And by making repairs to the 20 kV power cable in the 3 phase S and T phase unit power transformers that experienced flashover disturbances. For this reason, it is necessary to test and maintain the 20 kV power cable in the unit 3 power transformer, one of which is by conducting a tan delta test which is useful for determining the condition and reliability value of the cable insulation. This test was conducted to determine the value of the insulation quality on the 20 kV power cable in the power transformer unit 3 of the Banda Aceh substation. From the results of the tan delta test, the value of the 20 kV power cable before the repair was carried out in the S phase was 2.28% and the T phase was 2.19%, which is very far from the standard value according to ANSI C 57.12.90 which is less of 0.5% and the result is a poor value. Judging from the results of the tan delta test during the 2-year maintenance carried out 14 months ago before the flashover disturbance incident, it shows that the R phase produces a tan delta value of 0.16% where the cable is stated to be in good condition or still within its standard limits, namely less than 0.5%. While the T and S phases produce a tan delta value of 0.68% in the S phase and 0.62% in the T, this indicates that the condition of the cable insulation in the S and T phases has decreased, which is a sign that the cable The case experienced an insulation failure caused by a cavity in the cable insulation.
