ABSTRACT OPTIMIZING THE POLICE’S ROLE AND FUNCTION IN OVERCOMING THE HIGH LEVEL OF CRIME RATE IN CENTRAL LAMPUNG (Case Study of Central Lampung Police Performance Year 2010) By YENNI MEILIANA Article 2 of Law Number 2 of 2001 tends of the Indonesia National Police (POLRI) mentions that Police is function of state government in the field of maintenance of public order and safety, law enforcement, protection, shelter and public services. Based on mandate of the Act, Police is required to give security to the public. But in fact, crime rates in the community are still high and of course very disturbing social life. Thus the Police Department is demanded to perform introspection in term to improve their views about crime of the world, operating system, aincreasing their success essentially and able to overcome the issues behind the available crime data. By taking a case study of Police Performance in Central Lampung, this study aims to analyze the causes of the high crime rate in Central Lampung in 2010. This study also aims to analyze the Performance of Central Lampung Police in overcoming the high crime rates. The method used in this research was descriptive research type with a qualitative approach. Data were collected by technique of interview, observation, and documentation. The result show that the high crime in Central Lampung in 2010 caused by: Firstly, the low level of economic of mostly in Central Lampung, which is influenced by the increasing by inflation. Secondly, the low level of education in Central Lampung, which is resulted by the low of wereness of mostly parents to send their children to school. This condition makes them difficult to accepted in field of work. Thirdly, mostly people in Central Lampung are not ready enough to anticipate the too rapid social changes in the area. Police of Central Lampung Resort are not optimal to overcome the high rate of crime. These are evidently from several indicator like: firstly, the low level of producktivity of Police in Central Lampung Resort in overcoming the reported cases. Secondly, the low level quality of service which is indicated by red tape bureaucracy, closed service procedure, the arrogant attitudes of apparatus, and uncertainty informations. Thirdly, the low level of responsiveness which is indicated by the low capability apparatus in understanding expectation community. Fourthly, the low level of responsibility which is indicated by the attitudes of apparatus that put public interests at second priority. Fifthly, the low level of accountability which is indicated by the attitude of apparatus that tend to put the interests of the leader more important than the interests of community. The research suggest: firstly, the Police of Central Lampung Resort need to enhance mutual relation and develop network with another government agencies. Secondly, improving the performance quality by providing education, experience and training related to the duties and functions held each field. Berdasarkan amanat Undang-Undang tersebut, Polri dituntut untuk mampu memberikan rasa aman kepada masyarakat. Namun pada kenyataannya di masyarakat, tingkat kriminalitas masih tinggi dan tentunya sangat menganggu kehidupan bermasyarakat. Dengan demikian POLRI telah sewajarnya berintropeksi secara mendalam untuk membenahi pandangan tentang dunia kejahatan, sistem operasionalnya, meningkatkan keberhasilannya secara hakiki dan juga mampu menyelesaikan masalah-masalah dibalik data angka kriminalitas. Dengan mengambil studi kasus pada Kinerja Polres Lampung Tengah, penelitian ini bertujuan untuk menganalisis penyebab tingginya tingkat kriminalitas di Lampung Tengah tahun 2010. Penelitian ini juga bertujuan untuk menganalisis kinerja Polres Lampung Tengah dalam mengatasi tingginya tingkat kriminalitas. Metode penelitian yang digunakan adalah tipe penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dalam penelitian ini dilakukan dengan cara wawancara, dokumentasi serta observasi. Hasil penelitian menunjukkan bahwa tungginya tingkat kriminalitas di Lampung Tengah disebabkan oleh: Pertama, faktor ekonomi sebagian besar masyarakat Lampung Tengah yang masih rendah yang dipengaruhi oleh kenaikan inflasi Kedua, faktor pendidikan masyarakat yang masih rendah, hal ini diindikasikan oleh kesadaran sebagian besar orang tua yang masih rendah untuk mengirim anakanaknya
