Abstract :
TKBM Pelabuhan Panjang has demands, namely the problem of BPJS arrears and activation of BPJS Employment membership benefits since 2017 which have not been paid by the TKBM Cooperative in addition, the Long Port TKBM Housing Certificate which until now (approximately seven years) has occupied the house, has not been submitted by the Long Port TKBM Cooperative and the problem of Wages / Rates of Long Port TKBM workers who are not in accordance with KM 35 of 2007. The purpose of this study is to determine the application of advocacy principles in the defense of labor rights. This research uses the principles of advocacy according to Suharto, namely realistic, systematic, tactical, strategic and courageous. This research uses a descriptive method using a qualitative approach. Data collection techniques in this research are interviews and documentation. The results of the study found that the application of advocacy principles in defending the rights of Long Port TKBM workers by FSB KIKES KSBSI has not been maximized. Realistic Principles because FSB KIKES does not understand the specific issues and agendas. Systematic Principles are not carried out because they do not understand inaccurate planning. Tactical Principles are not carried out because they do not build coalitions with others. Strategic Principles have been carried out but have not succeeded in influencing the cooperative. Courageous Principles are not in accordance with what is demanded by workers on the problem. Keywords: Social Advocacy Principles, Labor, TKBM Cooperative TKBM Pelabuhan Panjang memiliki tuntutan yaitu masalah tunggakan BPJS dan aktifasi manfaat kepesertaan BPJS Ketenagakerjaan sejak tahun 2017 yang belum dibayarkan oleh Koperasi TKBM. Selain itu, sertifikat perumahan TKBM Pelabuhan Panjang yang sampai saat ini (kurang lebih tujuh tahun) sudah menempati rumah, belum diserahkan oleh Koperasi TKBM Pelabuhan Panjang dan masalah Upah/Tarif buruh TKBM Pelabuhan Panjang yang tidak sesuai dengan Keputusan Menteri 35 Tahun 2007. Tujuan penelitian ini untuk mendeskripsikan penerapan prinsip-prinsip advokasi dalam pembelaan hak buruh. Penelitian ini menggunakan prinsip advokasi menurut Suharto yaitu realistis, sistematis, taktis, strategis dan berani. Penelitian ini menggunakan metode deskriptif dengan menggunakan pendekatan kualitatif. Teknik pengumpulan data pada penelitian ini yaitu wawancara dan dokumentasi. Hasil penelitian ditemukan bahwa belum maksimalnya penerapan prinsip advokasi dalam pembelaan hak buruh TKBM Pelabuhan Panjang oleh FSB KIKES KSBSI. Prinsip Realistis karena FSB KIKES tidak memahami isu dan agenda spesifik. Prinsip Sistematis tidak dilakukan karena tidak memahami perencanaan tidak akurat. Prinsip Taktis tidak dilakukan karena tidak membangun koalisi dengan yang lain. Prinsip Strategis sudah dilakukan tetapi tidak berhasil mempengaruhi pihak koperasi. Prinsip Berani tidak sesuai dengan yang dituntut oleh buruh pada permasalahan. Kata Kunci : Prinsip Advokasi Sosial, Buruh, Koperasi TKBM
