Abstract :
Penerapan jaringan informasi berbasis teknologi internet di lingkungan pemerintah pusat dan daerah secara terpadu telah menjadi prasyarat yang penting untuk mencapai good governance dalam rangka meningkatkan transparansi, akuntabilitas, dan partisipasi masyarakat dalamberbagai kegiatan kepemerintahan guna memperbaiki pelayanan publik, serta meningkatkan efisiensi pelaksanaan otonomi daerah. Electronic Government sudah menjadi program nasional melalui Instruksi Presiden No.3 Tahun 2003 Tentang Kebijakan dan Strategi Nasional Pengembangan Electronic Government, pemerintah menyatakan Electronic Government sebagai arah strategis pengembangan layanan kepemerintahan yang harus diimplementasikan ditingkat pusat dan daerah. Saat ini hampir semua pemerintahan daerah di Indonesia sudah mempunyai website sebagai wujud pelaksanaan e-government, salah satunya adalah adanya website pemerintah Kabupaten Pringsewu. Implementasi e-government dimasing-masing daerah tidak sama, disesuaikan dengan kemampuan daerahnya masing-masing. Oleh karenanya, penelitian ini dimaksudkan unuk mendeskrpsikan implementasi e-government pada Dinas Komunikasi dan Informatika Kabupaten Pringsewu. Metode yang digunakan dalam penelitian ini adalah penelitian kualitatif, dengan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Implementasi e-government pada Dinas Komunikasi dan Informatika Kabupaten Pringsewu ini dianalisis melalui tiga indikator implementasi e-government yaitu (1) Support, (2) Capacity, dan (3) Value. Hasil penelitian menunjukan bahwa implementasi e-government pada Dinas Komunikasi dan Informatika Kabupaten Pringsewu belum berjalan secara optimal, hal ini dikarenakan beberapa sebab yang kemudian menjadi kendala-kendala dari implementasi e-government tersebut. Kendala-kendala yang menjadi penghambat jalannya implementasi e-government di Kabupaten Pringsewu, yaitu (1) Forum Kajian Bersama, (2) Ketiadaan Regulasi Tingkat Daerah, (3) dan Organisasi Tim Pelaksana Kata Kunci : E-government, implementasi e-government. ABSTRACT THE IMPLEMENTATION OF ELECTRONIC GOVERNMENT AT BOARD OF COMMUNICATION AND INFORMATION TECHNOLOGY PRINGSEWU REGENCY 2014 by YOGIS KHARISMA NUGROHO The implementation of information technology network-based in the central government and the local government integrated has became prerequisite and important to make good governance in order to rise transparency, accountability, and public participation in various activities to mend public services administration, as well as increase the efficiency of the implementation of regional autonomy. Electronic government has become a national program through Presidential Instruction number 3/2003 regarding National Development Strategy and Policy of Electronic Government, said that Electronic Government as the strategic direction of the development of government services that should be implemented at the central and local region. Nowadays almost all local government in Indonesia already has a website as a form of implementation of egovernment, one of which is the presence of the Regency government website Pringsewu. The implementation of e-government in the respective areas are not the same, but rather adjusted with the ability each areas. Therefore, this research is intended to describe the implementation of e-government at the Board of Communications and Information Technology at Pringsewu Regency. The method used in this study is a qualitative research, with data collection through interviews, observation and documentation. Three indicators were analyzed through the implementation of e-government, namely (1) support, (2) Capacity, and (3) Value. The findings showed that the implementation of e-government at the Board of Communications and Information Technology Pringsewu Regency does not run optimally, this is due to several reasons that later became the constraints of the egovernment implementation. Constraints that constrain the course of implementation of e-government in the Regency Pringsewu, namely (1) Joint Research Forum, (2) absence of Regional Regulation, (3) and the Organization of the Executive Team.
