Abstract :
The UN Security Council is one of the organs of the united nations that
have the objective of maintaining international peace and security. Libya conflict
in 2011 has attracted international attention because it threatens world peace and
security. Therefore, the UN Security Council is very important in noninternational
conflict resolution in Libya. This research is a normative law
research. The formulation of the problem is how the authority of the UN Security
Council against non-International conflict resolution in Libya in 2011? Data
collected through the study of literature and interviews. Methods of data analysis
conducted through qualitative analysis, while the conclusion is done by way of
deductive method.
The authority of the UN Security Council on the settlement of noninternational
conflicts Libya in 2011 is the Security Council authorized the
maintenance of peace and international security. The UN Security Council held a
meeting and negotiate on the Libyan situation. The Security Council is authorized
to determine that non-international conflicts Libya in 2011 is a threat to the peace,
breach of the peace and conduct the investigation and settlement according to law
by the ICC (International Criminal Court). The Security Council is authorized to
decide what action to take in Libya conflict Completion by issuing resolutions
1970 and 1973 which states arm embargo, travel ban, asset freeze, protected
civilians, and a no-fly zone on Libya. The UN Security Council through the
NATO intervention on Libya aimed at protecting civilians and civilian residential
areas from attack or threat of attack.
