Abstract :
The current penitentiary has changed its directive system from the Dutch Colonial system which adopted the confinement to the system which adopts the social system based on Law No. 12 of 1995. The civil system is aimed to make the prisoners aware of their mistakes, improve themselves, and accepted by the society. The guidance system of the confinement considers the human rights. In implementing the guidance for the prisoners, the superintendents face many obstacles. These include the lack of facility and professionals. The result of the research indicated that the penitentiary in Sleman Regency, in conducting the guidance, has not yet conformed with the law no 12 of 1995 about the civil affairs. This was proved by the fact that amalgamation between the prisoners with heavy crime and light crime.
