Abstract :
In the era of modern times, the existence of street hawkers big city is a phenomenon of small
community economic activity. Street hawkers will experience a very complex issue in all of
Indonesia in general and especially in the city of Yogyakarta on the Government has given the
responsibility by the 45 Constitution to the problem of small people, the Government of Yogyakarta
city issued Regulation No. 26 Year 2002 Regarding Settlement sidewalk vendors. The problems
faced are:
1. Legal Protection of the Government of Yogyakarta city to street hawkers.
2. Constraints city government in order to provide protection to street hawkers.
The method used is empirical research along with comparative literature. The city of
Yogyakarta in Yogyakarta province located in the region, with a population of data late in August
2010 recorded 3,888,088 people and an area of 3215 km2. Vendors are vendors who use carts
merchandise in general, and according to Local Rule No. 26 of 2002. Street vendors are selling
goods and services in an individual engaged in economic activities which use the area's roads or
public facilities and temporary.
Yogyakarta city government through regional regulation there are 3 functions to be performed
are:
1. Protecting and giving recognition.
2. Perform guidance and control.
3. Accommodate and anticipate the problems of urbanization.
Yogyakarta city government has provided what is contained in the Regional Regulation No. 26
in 2002 and has been responsible for the 45 Constitution mandate. Constraints faced in
implementation are: the existence of unscrupulous vendors and associations of street vendors in
implementing government programs.
