Abstract :
It can be seen that the war crimes committed by both warring parties in an armed conflict in Syria is the use of chemical weapons by the Syrian government and the murder of civilians committed by the opposition. In particular way, to stop the war crimes in Syria ?Security Council? has made efforts in the form of chemical disarmament by the Organisation for the Prohibition of Chemical Weapons (OPCW) and sending troops unarmed military observers, namely the United Nations Supervision Mission in Syria (UNSMIS). The methods used in analyzing the data is qualitative descriptive. Explain in narrative descriptive of a problem or phenomenon. Analyzing qualitative narrative about a problem or phenomenon systematically The UN Security Council also established three draft resolutions. Each draft resolution issued on October 4, 2011, which contains an ultimatum addressed to the Government of Syria and support for military intervention against the Syrian government, the second on 4 February 2012 which contains about merging peacekeeping between the Arab League with the United Nations, and the third on July 19, 2012, which contains about sanctions against Syria under Chapter VII of the UN Charter, which allows for the implementation of sanctions ranging from economic sanctions to the arms embargo and could also authorize the use of military force if necessary. All of the draft resolution can not be passed as those draft resolution explicitly vetoed by Russia and China who rejected for military intervention and sanctions for Syria. For Russia and China, military intervention and sanctions against Syria only adds to the humanitarian crisis.
