Abstract :
People demand for good and clean governance is determinate by existence of service
that can satisfy people interest and need. As objective of the state written in opening of the
1945 constitution that confirm that implementation of state and government only to create
welfare society in social, economic, politic and cultural aspect article 27,28,29,31 and 32.
Performance of government employee currently is required to improve in service aspect that
can give satisfaction to people.
Research method used was evaluative method that is, this research is intended to
evaluate programs or regulation implemented. It aimed to seek facts.
Result of the research indicated that implementation of government service function
especially in construction of road and educational and health infrastructure in district of City
Jayapura to realize people welfare have been carried out well. The man constrain faced by
local government is economic and social culture constrain.
Another constrain is lack of understanding on implementation of currently effective
regulation of government employee so creativity in innovation in translating the regulation in
field is a problem of human resources. Attempts that have been done by local government in
deal with the constrain is the by creating opportunity to increase local source income,
reforming public on regulation for government employee meeting requirements to improve
knowledge through training, seminar, workshop and further study in university.
