Abstract :
This thesis titled ? conversion of agricultural land to non- agricultural land to stay after the enactment of Perda number 10 on 2012 on the spatial plan in Simalungun?. Written by formulation of the problem of which how the implantation of conversion of agricultural land to non-agricultural land in Simalungun. The purpose of the study was toinvestigate the implementation of Perda number 10 on 2012 in Simalungun. This research was focused on the behavior of the legal community. This study requires the primary data as the main data and then followed by secondary data. Data analysis method used in this research is qualitative analysis method that means that is a way of analysis which produces descriptive data analysis which is expeessed by the respondent in writing or interview as well as thereal behavior are researched and studied as a whole drawing conclusions using inductive method of thinking,which was to draw conclusions from things that are common to the things that are un ? common From mu research it can be conclude that besed on the Local Governmental Regulation 10 in 2012 about urban spatial planning in Simalungun that agricultural land is cultivated area so if it want to do conversion from agricultural land to non ?nagricultural land it has to perform drying wet the agricultural land first. Afterdrying, so the land can be convert with the certain conditions set by the local government.
