Abstract :
The research entitled The Relationship between Local Government of the Special Area of Yogyakarta (DIY) and the Regional Legislative Councils of the Special Area of Yogyakarta (DIY) in the Drafting of the Local Budget (APBD) of the Special Area of Yogyakarta. There were three main problems discussed in the research. First, the relationship between local government of the Special Area of Yogyakarta and the Regional Legislative Councils (DPRD) of Yogyakarta in drafting the Local Budget (APBD) of DIY. Second, the hitches that the local government of DIY and the regional legislative council of DIY during the drafting of the local budget. The third problem was the efforts that had to be done by the local government of DIY and the regional legislative council of DIY to overcome the hitches in the drafting process of the local budget. The objectives of the research were to find out and to analyze the three main problems stated. The method applied in the research was normative research focusing on positive law in form of legislations as the main source and the secondary sources such as printed and electronic books, law experts, the mass media, and the other data from interviewing the selected correspondences. In the writing process, the writer applied the deductive ? inductive method. The writer summarized the analysis of the problems in chapter II. The end of chapter III was the conclution and suggestions related to the problems discussed in the research. In the discussed and analysis of the problem, based on data obtained from interviewing the selected correspondences, the writer concluded that three of the problems experienced by local government of the Special Area of Yogyakarta and the Regional Legislative Councils (DPRD) of Yogyakarta in drafting the Local Budget (APBD) of DIY.
