Abstract :
The title of the research is judicial study on irigation operational
and maintenance employees at Water Resources Management Office Provincial
Public Work Service. The problems being discussed in this research are wether or
not (1) the employees at Water Resources Management Office Provincial Public
Work Service are categorized as temporary workers; (2) Regulation Number 13 of
2003 about employment and Dcree of The Minister of Labour and Transmigration
Number Kep-100/Men/VI/2004 about Temporary Workers Regulation can be
legally implemented beetween Water Resources Management Office Provincial
Public Work Service and the temporary workers. The aim of the research is to
find out and annalyze the rights of the irigation operational and maintenance
employees of Water Resources Management Office Provincial Public Work
Service. The research employed normative method. Data was collected from
literature review and interview. The research found that (1) irigation operational
and maintenance employees are categorized as temporary workers; (2) Regulation
Number 13 of 2003 about employment and Dcree of The Minister of Labour and
Transmigration No. Kep-100/Men/VI/2004 about Temporary Workers Regulation
can be legally implemented in working contract of irigation operational and
maintenance employees at Water Resources Management Office Provincial Public
Work Service.
