Abstract :
Human right is the natural right owned by everyone, one of the human right is to get a
job. The opportunity to get a job is not just for normal people but also for people
who have disability. This issue has been mentioned clearly in our Constitution 1945
and also in the lowest regulation, Local Regulation. In the fact, the opportunity for
people who have disability to get job is not works well especially in Wonogiri, where
there is Local Regulation number 8 year 2013 about Equality and Empowerment of
Disabled, explains that every companies has an obligation to have minimum 1
disabiled worker between 100 normal workers in their companies. Based on the issue,
writer trying to research how the Local Regulation works well in PT. Deltomed
Wonogiri. The major discussion in this essay is how the implementation of
Wonogiri?s Local Regulation, Number 8 year 2013, Equality and Empowerment of
Disabled, in PT. Deltomed Wonogiri and what are the issues to implement the Local
Regulatiton. Writer uses an empirical legal research which is focuses in human
behavior. This research needs primary data as first data and secondary data as
supporting data. Primary data obtained from interviews with respondents and sources
associated with object of study, while the secondary data obtained from literature.
The result shows the implementation of the provison of employment opportunities for
people with disabilities has been implemented, but not in accordance with the
provisions set out in Local Regulation number 8 year 2013 about Equality and
Empowerment of Disabled. Now a days, PT. Deltomed Wonogiri only have 2
disabled workers from 541 workers. PT. Deltomed must have 5 disabled workers
under the Local Regulation. PT. Delmoted Wonogiri faces 3 problems to implement
Local Regulation. First, disabled people tend to be closed and no confidence against
the society and business. Second, comes from the company, the company does not
know the Local Regulation for disabled people. The last issue is sanctions that
applied considered not firm and unclear.
