Abstract :
Jogjakarta has been declared as Intellectual Property Right Cultured Region as the commitment by the Special District of Yogyakarta Goverment to maintain the Intellectual Property Rights. One of the aim by the Intellectual Property Right Cultured Region is to apply the law enforcement consistenly and systemic to maintain the intellectual property rights because there still a lot of plague DVD/VCDs sellers in Special District Of Yogyakarta, especially at Mataram Street. From the above background, it is in the writing of this essay presented three main issues, namely : 1) What is the efforts by the Special District of Yogyakarta Goverment to maintain the Intellectual Property Rights Cultured Region with the amount of the plague DVD/VCDs Sellers? 2) What is the Juridical detention for the Special District of Yogyakarta Goverment to maintain the Intellectual Property Rights Cultured Region with the amount of the plague DVD/VCDs seller at Mataram Street, Special District of Yogyakarta? This research is normative research, made by reviewing/analyzing secondary data in the form of legal materials, especially primary legal materials and secondary legal materials to understand the law as a set of rules or norms in the system of positive law governing the human life. The conclusion of the research indicate that the Special District of Yogyakarta Goverment must determine the maximum period to apply the law enforcement preventively, yet if the period already pass, the law enforcement must done represively.
