Abstract :
Humans have various kinds of needs in living life. In theory according to
Abraham Maslow's Pyramid of Needs, human needs are sorted by degree of
fulfillment. On the theory, the basis of humans needs is physiological need which
in this case includes sexual needs. Inmates as someone who had lost their
independence can not satisfy their sexual needs. Due to unfulfilled sexual needs,
Inmates could trigger counter-productive activities such as masturbation, sexual
perversion and even sodomy due to their sexual needs and desires are not
conveyed. Therefore this law research will examine The Efforts of Purwokerto
Penitentiary to Fulfill The Inmates Sexual Needs Who Have Marriage Bounds.
This law research not only to examine the efforts of Purwokerto Penitentiary to
fulfill the inmates sexual needs who have marriage bounds, but also to find out the
constraints in fulfilling the sexual needs of inmates who have marriage bounds.
This law research using normative law research. The result of this study disclose
that in fulfilling the sexual needs of inmates who have marriage bounds,
Penitentiary in Purwokerto using physical development, personality and work
coaching that useful to build inmates character and mental also distributed their
sexual desire into things that are positive. To fulfill the sexual needs of inmates
who are bound marriage, Penitentiary in Purwokerto have constraints with sport
facilities which limited and the number of coaches is not ideal with the number of
inmates.
