Abstract :
In order to reveal the crimes in a criminal case, the position of both the
criminals and victim are equally the same. Police for example is a party who
implement the security and order in society, but they often focus only on the
criminals in the process of inquiring and investigating the criminal case. The
empowering effort to the victim needs implementation from the police, in order to
maximize the inquiry and investigation process. According to the background of
the case which is been formulated into 2 main problems such as: 1) What effort
done by the police in the process of empowering the victim to solve the criminal
case, 2) What obstacles the police had in the process of empowering the victim to
solve the criminal case. This research is an normative law research. Normative
law research is using secondary datas such as primary legal matters, secondary
legal matters, and tertiary legal matters. In this research, the researcher is using
qualitative data analysis methods that is analysing data about law matters which
are already collected and will be inspected. Then the whole data will be gathered
and grouped systematically to gain a clear picture about law matters which are
inspected. According to the research, its been concluded that: 1) The effort done
by the police in empowering the victim is trauma healing. Trauma healing is a
treatment given to the victim in the form of recovery from fear or shock for what
the victim has felt, in order to make the victim relax and comfort in giving
information to help the police solving the crimes. 2) Obstacles faced by police in
performing empowerment are the victim that is not in the location where the
crimes happened, victim that is not cooperative, victim that can?t speak fluently,
and aged victim.
