Abstract :
Recently the crime that happens the most in all of Indonesia is Spoliation. Spoliation is the act of plundering or act of injuring beyond reclaim and can be detrimental to the life of victims mentals. Spoliation now quite disturbing people because this case, already claimed many victims and the people wish to law enforcer for reveal this case and gived the punishment, clear and transparent. One of law enforcer a very important role is Police. The based UU NO.2 Tahun 2002 about Police Republic Indonesia, that the police have main tasks which has existed in article 13 UU Police Republic Indonesia. In the process of overcoming criminal acts committed spoliation by police in order maintain safety and discipiline people is 2 efforts, preventive effort and repressive effort. In preventive effort is involving public figures, youth, religious leaders for avoid occurrence violence, cctv camera installation in various place, police perform common operations are routine everyday and at night police patrols in vulnerable areas Spoliation, etc. In repressive effort is in many ways or trick for uncover the culprit to be processed according to the law and the exixtence of social control which aims to restore the harmony that is never compromised because this case,etc. In Yogyakarta City have 30 case and just 4 haved finish, this is where police less responsive for clear this case. The excitence of act UU NO.2 Tahun 2002 about Police Republic Indonesia. The Police as the authorities primally responsible in the field of security and order in the execution of his duties will always be faced with the situation of the fickle conditions and in line with dynamics of the community it self. Spoliation is categorized as roberry as roberry with excessive use of violence according to KUHP in clause 365.
