Abstract :
Skripsi principal issue is whether the discrimination of human rights on the implementation of the right to work for former prisoners into civil service candidates.The purpose of this paper is to investigate the discrimination of human rights on the implementation of the right to work for former prisoners into civil service candidates and determinate whether article 6 letter c government regulation number 11 of 2002 concerning the procurement of civil servants in 1945 and law number 39 of 1999 on human rights. the result of skripsi is the requirement of article 6 letter c of government regulation number 11of 2002 concerning the procurement of civil servants indicate discrimination human rights to be a candidate for a civil servant for the labeling of former prisoners indicate that they never sentenced to prison of confinement under a court decision already has permanent legal force and contradiction of article 6 letter c of government regulation number 11 of 2002 concerning the procurement pf civil servants with the legislation of higher namely article 27 paragraph 1 and paragraph 2 and article 28 letter a constitution in 1945.
