Abstract :
Repair shops potentially cause environmental problems due to the hazardous waste resulting from lubricant oil waste. The legal issues raised are, firstly, how the lubricant oil waste is managed by the repair shops in Yogyakarta City based on municipal regulation of Yogyakarta number 1 of 2012 concerning environmental management and, secondly, whether there are obstacles in the lubricant oil waste management by the repair shops in Yogyakarta City. The data in the empirical legal research were collected through interview with respondents and literature study. The management of lubricant oil waste by the repair shops in Yogyakarta City as environmental pollution control effort has not properly conducted due to some obstacles, that are, lack of owners? knowledge about how to manage the lubricant oil waste, the regulation on the monitoring of hazardous wastes is not clear and the practice of monitoring has not been maximum, the administrative sanctions imposed have not been enforced. The recommendations are: the government is necessary to provide counseling, guidance, and supervision consistently. The administrative sanctions should be enforced consistently, and it is necessary to revise the existing regulation on hazardous waste monitoring by the local government.
