Abstract :
The purpose of this study is to examine the defense cooperation between Indonesia and South Korea in the purchase and transfer of technology for the DSME 209/1400 submarine and the development of Indonesian defense. As a country that implements a defensive national defense policy, Indonesia should have a national defense system strategy that is in accordance with its geographical location. At the same time, industrial development in the defense sector has just been carried out, with the conditions of the TNI's defense equipment era, most of which are outdated. Therefore, Indonesia needs cooperation with other countries with an advanced defense industry, and this is a strategic policy. One of them is Indonesia's cooperation with South Korea in the field of procurement and defense in the development of submarines. Peneltitian ini menggunakan metode analisis kualitatif untuk mengkaji faktor pendorong utama, dampak dan tantangan kebijakan pertahanan negara sektor bawah laut Indonesia. Hasil penelitian ini menunjukkan bahwa kebijakan kerjasama Indonesia dan Korea Selatan pada hakikatnya adalah untuk memperkuat visi pembelian kapal selam Indonesia pada tahun 2024. Berbeda dengan beberapa kerja sama serupa yang murni untuk pembelian alutsista, perjanjian yang ditanda tangani pada 2011 juga mencakup proses alih teknologi untuk menjamin keberlanjutan kemandirian maritim Indonesia.
