Abstract :
Sidoarjo city roads are an important means for economic growth, especially in the trade,
office and education sectors. Sidoarjo City is one of the big cities in East Java. This causes
increased traffic activity and larger side obstacles, causing congestion. One of the roads
experiencing traffic jams is Setiabudi Road. The aim of this research is to find the value of
Road Capacity, Vehicle Volume and Service Level based on the Degree of Saturation value
on Setiabudi Road. The research method is guided by the Indonesian Road Performance
Manual (MKJI, 1997), where all survey procedures and calculations carried out on the
Setiabudi road section are based on the provisions of the Indonesian Road Performance
Manual (MKJI, 1997). Data collection was obtained from the results of direct field surveys
on the Setiabudi road section. The results of the research found that the capacity value on the
Setiabudi road section was 2028 pcu/hour. And the highest vehicle volume was 1489
pcu/hour on Tuesday at 16.00-17.00. The value of the degree of saturation is 0.734 with
Service Level C, namely, limited speed, stable flow, medium volume.
