Abstract :
Human resource is one of asset most importantly deep an organization or institution be compared with by resource another. To it man resource shall be looked after and given by chance to develop membership and its skill corresponds to its responsible position task so as asset which productive and useful. Human resource step-up with earlier know factor that regards it which is internal environment factor that consisting of organization and also weakness force it, and also external environment factor that consisting of opportunity and organization threat. Internal environmental factor and also external being assessed by SWOT'S method, so known by organisational force position to determine the best one strategy and optimal. Strategy that is taken has to be adjusted by organisational force position, that on duty about industry and Special Region commerce Yogyakarta lies on course i. quadrant, so one stands out is force and opportunity therefore strategy that taken by menginteraksi both of that thing, which is:
a. Education and training dispatch is to all clerk correspond to its task area.
