Abstract :
Implementation of regional autonomy, real and responsible needed the authority and the ability to dig its own financial resources, the which is supported byfinancial balance between the center and regions. In this case, the financial authority inherent in any government authorities into regional authority. In order to guarantee the implementation of regional autonomy that is more stable, it is Necessary to attempt an effort to improve the financial capability itself, ie with Efforts to Increase acceptance of the original income (PAD), organizing special activities area of the Special allocation Fund (DAK) and decentralized governance in order equalize the fiscal capacity Among regions of the General Allocation Fund (DAU). In carrying out the improvement of regional autonomy and the success of the decentralization system, there should be an analysis of potential revenue (PAD), the Special Allocation Fund (DAK) and General Allocation Fund (DAU) of the Allocation Expenditure (ABD). This study Aimed to analyze the factors dominant revenue to shopping areas, especially in the District / City of East Java Province for the period 2011 to 2013.Faktor-dominant regional factor income used in this study include revenue (PAD), Allocation Fund (DAK ) and General Allocation Fund (DAU) of 38 District / City of eligible samples East Java Province. Methods of analysis of data using descriptive analysis with multiple regression models, assuming there are no problems in this sample. Statistical test results simultaneously show the F count equal probability 1273.123 by 0000. Since the probability is much smaller than 0:05 the which means all independent variables simultaneously PAD, DAK and DAU Significantly Affect the allocation variables shopping areas.
